It is possible to use the two dot notation. Sorry about the false alarm.

I checked the CPAN. It turned out that in the past we have not been
updating the Makefile.PL version coo concisely (but luckily it has not
lead to chaos.):

bioperl		Makefile.PL

1.2.1		1.2
1.2		1.2		
1.0.2		1.0.1
1.0.1		1.0.1
1.0		1.00
