Your service registrations are not correct - this is what is in the
WSDL:

<soap:address location="http:///~fgibbons/cgi/BGN/dispatcher.pl"/>

This is confirmed by looking at the database entry:

Can you check if this is a problem with the registration system that you
are using, or is it something mis-configured at your end?

Whose bug is it??
