That is a 100% correct description of the status quo (I would just re-
word point c to say that the TYPE(s) of Simple(s) in the Collection are
registered, but not their number)

I have not been able to discern from any of the discussions what it is
that others are objecting to, so I am a bit lost...??  I don't know if
an API change is being requested, or if there is simply a widespread
mis-understanding of how Collections are to be used.  Your description,
however, is completely correct.
