[Bioperl-l] Bio::SeqFeature::Annotated

I'm adding a standard header; Allen if you could please fill in the 
minimal blanks.

I'm also changing it to use @ISA as argued in the previous email, and 
I'm changing the warning upon attempt to add an object which is not 
SeqFeatureI to throwing an exception since I don't think it's a good 
idea if the object is ignored with only a warning (Generic.pm warns too 
but goes ahead and does add the feature).
