[Bioperl-l] bioperl.pod one revision behind?

The introduction of Bio::Root::Version in 1.4 makes it so that all 
modules have a VERSION that is shared from the top-level 
Bio::Root::Version.

$ perl -MBio::Root::Version -e 'print "$Bio::Root::Version::VERSION\n"'

$ perl -MBio::SeqIO -e 'print "$Bio::SeqIO::VERSION\n"'

I'm sure the 1.3 reference in  the 1.4 release was an oversight as 
well.  Because we have the version number scattered in a lot of places 
it is easy to overlook updating it.  Hence Aaron's Bio::Root::Version 
solution for at least having the modules all report a consistent 
version.
