You can run sim4 with Bio::Tools::Run::Alignment::Sim4 but you also need a local copy of the application.
You can find an RPM for redhat at the BioLinux site: http://www.biolinux.org/sim4.html.
I did not find a sim4 module for Pise, so I guess sim4 is not available remotely with Pise.
