You just change the BASE URL like this (with the caveat that it accepts
the same CGI parameters as the one at NCBI and operates in the same way):

use Bio::Tools::Run::RemoteBlast;
$Bio::Tools::Run::RemoteBlast::URLBASE = 'http://my/local/host';
