[Bioperl-l] howto directory

doc/howto directory is now setup to be directly cvs updated on the
website.

One only needs to update the index file on the website will be to use a
direct checkout of the howto dir (which greatly simplifies).  For now this
means we're generating and storing the PDF/TXT/HTML files from the SGML in
CVS - this may be a little excessive but makes the website updating much
easier.

I've also added Lincoln's graphics howto to the website.  The PDF is a
little off because the images are too large for the 8.5x11 page so we can
look into tweaking that a little later.  Otherwise the framework is in
place to make it easy to generate these documents and have them easily
available for download.
