committed as t/testformats.pl
happy to move it somewhere else if anyone has opinions.  
depends only on Algorithm::Diff not String::DiffLine for now.

right now it tests fasta, gcg, and raw formats.
gcg does not pass right now, but I think it is rather minor.

Embl and genbank will be a fun beast to tackle and algorithm::diff is
not as succient at a unix diff...  anyone wanting to tackle this with
better approaches feel free!  I'll hack away some this weekend.
