[Bioperl-l] 0.7.1 final stuff

MANIFEST file is up to date for 0.7.1

I've verified that http://bioperl.org/Core/external.shtml and 
Bundle::BioPerl are still OK w/r/t this new release. Since this is 
essentially a bugfix release there are no new external dependencies to 
add yet (XML::Twig dependency is in HEAD branch)

Somebody needs to update the Changes file, other than that I think we 
are OK.

I need a heads up before the release announcement so I can get the 
website download and documentation sections updated from 0.7.0 -> 0.7.1
