No, that is not what I have suggested.

Actually the way I am suggesting is the one you suggested and you already
did :-) You created a stable URL (which is not a URL of a default biomoby
central, and which is not a URL that is going to change). This URL is able
to give back a URL and URI of a default registry. This URL is not supposed
to be widely used directly but it is supposed to be consulted by Perl and
Java libraries. The library then uses the obtained result as the default URL
and URI.

In our current case, we can silently include this ability into our libraries
(as you already did for Perl) and tell people that they have a month (or
whatever) to update their software (the best way by taking the new versions
of our Perl and Java libraries - just by 'cvs update'). At the moment, the
"stable URL" I mentioned above will be still pointing to the icapture moby
server. After a month (or whatever) we change the result coming from the
stable URL to point to Calgary server. Nobody notices anything (unless they
are using their own libraries and they did not develop into them the same
mechanism in time).
