[MOBY-dev] RDF creation at the Test central

Probably the code for TestCentral is out-of-sync.  I'll try to update it  
today.  I also suspect that there is no agent system running on  
TestCentral, since it wasn't intended to be a registry that needs to be  
updated, but I'll ask Eddie to deploy it there too.
