[MOBY-dev] RFC1913 & 1914 passed

Hi all, 

Just a confirmation that, by my count, 1913 and 1914 have now reached a
majority, and so are passed.  The initial timestamp (lsid version has
been suggested as 2001-09-21T16-00-00Z.  That's okay with me unless
anyone has objections.

I'll do the database update later this week, and will make the update
script available in the CVS moby-live/Database folder for others to use.
