[EMBOSS] Merging EMBOSS & -dev mailing list; retiring -announce, -bug, -submit lists?

Hello all,

I have now merged the 92 emboss-dev subscribers into the main
emboss list (previously 394 subscribers, now 443).

The emboss-dev list is now effectively closed (currently any
messages require moderation, we can deliberately unsubscribe
everyone if that is preferred).
