Sounds good.
The usual route would be to submit it to the
emboss-submit at emboss.open-bio.org list (which will reach all
members of the EMBOSS core team) and then communicate with
whoever gets in touch with you. These days we'd tend to make wrappers
available as EMBASSY packages.
