[EMBOSS] building Emboss under cygwin

Hello,
I tried to build Emboss package in a cygwin environment, but after a
while, I got the following messages:

What is missing in my cygwin install ? I tried to build under linux, and
all went fine, but with cygwin I always failed, whatever package I had
to the environment.
