[EMBOSS] question about "recoder" tool

This uses the EMBOSS REBASE data files in 'data/REBASE/*' under the
EMBOSS installation directory.
These files must first be set up using the program 'rebaseextract'.
Running 'rebaseextract' may be the job of your system manager.
