[EMBOSS] Adding new programs on OS X - aclocal problem

I have been trying to add some local code in to EMBOSS on OS X. I have the
latest and greatest autoconf and automake. Iget problems with aclocal as:

% aclocal -I m4
aclocal: couldn't open directory `m4': No such file or directory

and % aclocal
aclocal: configure.in: 140: macro `AM_PROG_LIBTOOL' not found in library

Any suggestions or do I have to do some manual hacking of the various
configure scripts?
