EMBOSS 2.4.0 has so many changes over 2.3.1 that it is inappropriate
to list all of them here. Instead, see the ChangeLog file in the distribution.

Sequence version number (etc) handling
New indexing
Ability to access SRS servers through a web proxy
New programs (Yank, Union, Tranalign)
New Jemboss authorising server (including installation scripts)
