[DAS] SOAP/WSDL description of DAS now online

Hi All,

I have just placed RFC13 online.  It is Brian King's rewriting of DAS/1 to 
follow SOAP/WSDL protocols, and is very complete.  It includes .wsdl files 
and .xsd's.  Omnigene supports the protocol, and I think it is worth other 
DAS implementors taking it for a spin.
