[BioRuby] Ruby UCSC API v0.4.0 is released

Hi all,

Ruby UCSC API, a BioGem to access the UCSC genome database using Ruby, 
is updated. The API is refined (simplified) with keeping backward 
compatibility. Rails/ActiveRecord v3.1 and later are supported.
