[Biopython] dblp searches

Hi Iddo,

1) I don't know.
2) I am not a lawyer, but I think that would be OK if it is just plain MIT
license. i.e.  incorporate the file with its own licensing header and
copyright statement. I suspect we have/had precedent already, but a quick
search on GitHub didn't find it.
