[Biopython] dblp searches

Dear all,

Not sure how much interest this has, but there is a Python wrapper for the
dblp api. I forked it, added functionality, and converted to Python 3. The
original github repository does not have a license, but the steup.py lists
MIT as the license.

1) Is there any interest in incorporating this into Biopython? It is
essentially complementary to the pubmed search tool, for publications not
indexed in Pubmed but indexed in DBLP.

2) If so, do we have a licensing issue?
