Indeed, according to NCBI docs
(http://www.ncbi.nlm.nih.gov/books/NBK25500/), the base URL should be:
http://eutils.ncbi.nlm.nih.gov/entrez/eutils/
Example seach:
http://eutils.ncbi.nlm.nih.gov/entrez/eutils/esearch.fcgi?db=pubmed&term=science[journal]+AND+breast+cancer+AND+2008[pdat]
