After conversion from svn to git with svn-all-fast-export is done, you
can use git filter branch to split code into as many repos as needed.
It is a process that is separate from conversion.

To address some other concerns, github should only be considered a
mirror with a few extra features that the community can decide what to
do with. Vendor lock-in does not exist.
