[Bioperl-l] Bio::RangeI::union

OK, I've fixed RangeI. static method calls from RangeI result in a warning
msg meing thrown, and the call delegated to Bio::Range

tests pass, committed to cvs.

And no more moaning about decorated interfaces from me!
