Hi Fei Li,
I've written a BioPerl module for submitting sequences to NetPhos at the 
same site,
Bio/Tools/Analysis/Protein/NetPhos.
You can use that as a template for your code - you just have to alter 
the form fields and the result parser.

Or if you would be willing to contribute your ChloroP specific code I 
could wrap it up into a new BioPerl module ,
