You can install it via CPAN as part of Bundle::BioPerl. Try this:

$ perl -MCPAN -e shell
cpan> install LWP            

LWP is a module on which BioPerl depends. There are a few more of these, you
can install them from the CPAN prompt by doing this:
cpan> install Bundle::BioPerl
