I don't use ActiveState myself but the basic answer is that you can add and
search additional repositories, apparently none of your repositories contain
libxml-perl. Take a look at this page for examples:

I am using ActiveState perl 5.8.0 in my W2k machine. I am trying to install
bioperl 1.4 into my computer. I use PPM3 package manager to install it. I
have problem when it hits the libxml-perl. It said that it can't found in
my repository (http://bioperl.org/DIST).
Any comment?
