[Bioperl-l] remote blast updates since BioPerl v1.4

I guess newer is better - I don't remember what was added to be honest but
you can look at the code changes via CVS diffs.  I don't remember when we
had to fix the change in NCBI API for the name of the UID but that might
be new.
