Use the ActiveState Perl PPM3:
(MS-DOS console):
C:\ppm3
PPM>repository add Bioperl http://bioperl.org/DIST/
PPM>search bioperl
PPM>install <bioperl package number>
(for example install 1).
This should be in the documentation somewhere I believe- read carefully
again.
