[Bioperl-l] Changelog -- never too early start adding

It will be helpful as we try and describe what is in the 1.2 release if
folks can start adding to the Changes changelog file.  In the past I have
typically done this just before release, but I think there are so many new
things since 1.0 it would be helpful for people to add the entries
themselves.

It's also polite to help out the release-master so (s)he doesn't have to
try and remember everything that is new.
