I am using wiki for our documentation needs - TWiki clone.
Much more flexible than old HTML.
TWiki is clone of wiki focused for business.
Has user authorisation, full version control (RCS)
and flexible expandable architecture.
Registered users can update pages using plain browser,
(no need to use HTML editor and upload page)
and can get email with link to pages changed recently.
And many other goodies...
Wiki eliminates one-webmaster-syndrome.
Any (registered) user can change pages, or fix mistakes of other.
After a while, information on page refines, and you do not have
to search throught noise like in email archives.
Also, in wiki is really easy to link to other pages.
TWiki is written in perl, open-source, see http://twiki.org
If interested, I can even host bioperl FAQ wiki on our server, I guess.
We have server, but I did not asked permission yet :-)
Another option (less flexible, but better performance) is FAQ-O-Matic.
