[Biojava-l] New tutorial chapter

I've updated the tutorial with my first attempt at a chapter
covering Feature access and creation.  I'll add a few more examples
to this when I get a chance, but hopefully it should be a helpful
overview of some of the API in org.biojava.bio.seq.
