added the basic MOBY-Central server code, which is trivial, and the Registration object code.  The addition of the MOBY subfolder allows us to checkout just the Central folder and keep a nice directory structure when setting up your own MOBY_Central server.  It should be sufficient to simply copy the contents of the Central folder into your cgi-bin, and voila, you have a registry
