[Bioperl-pipeline] Genome Sequence Annotation Example

I just changed the xml file to be in the templates directory called
genomic_annotation.xml. I've updated the webpage.

I will give it a go now and let you know if I bump into problems.

Just a note, I know you are probably on top of this, but it's not good to
leave the tribe xml files in since they wouldn't work, we should remove
them and commit when they are ready the new ones.
