[Bioperl-pipeline] simple web page

Maybe we should put down a very simple human-readable web page for people
to jot down their "wanted" pipeline to guide them to write it
properly, with the series of analysis, as a start, and later we can make
the clever ones that would write XML?

e.g.
program      (optional) db   source data    notes


something very simple, just to get people to write it schematically rather
than long boring e-mails?
