[Bioperl-l] Take 2 of the new subversion repository.

I don't think there's a huge rush on this since BOSC is imminent. If  
devs really want https then we can try adding it after migration, but  
if it becomes too much of a headache (particularly for the web  
admins) I wouldn't worry about it.
