[Biojava-dev] Chromatogram packages nearly ready to go

Hi -

I think the org.biojava.programs is the BioJava way to go. Probably more
by default than convention, it just seems to be where a lot of our
format handling stuff has ended up, eg GFF, Phred, HMMER etc
