[Open-bio-l] OpenID working again

Okay, those settings are true by default; explicitly setting them in LocalSettings.php doesn't work.  So I think we should look into a MW upgrade.  I'll re-enable normal logins for the time being; using that route at least allows users to set up an account (OpenID works fine once that is in place).
