I don't know if they read this forum, but, you might first take a look at
http://www.mucosa.de/eng/
see if MFG Tools meets your needs,
and offer to collab with them if there are extensions that you'd like to make...

Hi All,
We are developing a genotype/phenotype databases for a large EU-wide twin
study. Genotyping will be done centrally in three different labs in Finland
and Sweden and the data will be stored at national labs so that each lab has
only their own slice of data with phenotype info. A goal is to provide open
source database and tools for the labs which have various levels of IT
expertices. Common database structures would also make joint meta studies
easier over the whole data sets.
I wonder is somebody interested in collaborating with this at the good bio*
community. Has already similar work done before? OBDA looks like a interesting
framework to integrate with. Any comments on this? First *draft* of database
