prematurely adding the registration client code mainly to test the new CVS commit mailing system.  This client is functional, but only on my localhost right now.  I am on-schedule, touch wood, to have MOBY-Central up and running by Monday.  At that time I will update this file with the correct address of the MOBY_central script.
