added some doc, taken mostly from the parsers java counterpart.

also, i added an event handler set_document_locator that right now does nothing, but in the future we can use it to provide line/column numbers for MOBY specific xml errors. I include it now, because only the pureperl parser passes the event to the parser. Once i can successfully get the event from all parsers more specific errors will be outputted.
