[MOBY-dev] Dead services and how to figure them out

Hello Pierre.
Just in advance. As Dimitry has comment we had a meeting of the INB this
week, and one of the proposals was about the quality of services.
The solution proposed is to extend the information of the services with
information about the status of the service (Ok, no tested, no
responding, etc)
The services without "enough" quality will be hidden from the general
list giving the user always services that work properly. The hidden one
will still available if the user ask for them so they can be
deregistered or update their information for make them back to work.
I'm preparing a more detailed document that I will sent soon.
