[MOBY-dev] Dashboard as standalone

I may have installAnywhere at IRRI. But I am waiting for the new way how to
fill the local cache (using the RDF resources) - it is practically done (we
are just waiting only for compressing RDF files from the default registry).
When this is done, I will make the long-delayed fixes to dashboard and then
try installAnywhere.
