Okay, it's done. 

MOBY::Client::Central always checks the environment variables 
MOBY_SERVER and MOBY_URI first unless you tell it otherwise, but it was 
hard-coded to talk to mobycentral.icapture.ubc.ca in the test suite. 
I've removed that now, and added an informational message to the test 
suite output to indicate how to set it up to test other registries.

I've also changed the Client::Service test so that it looks for a 
service that is guaranteed to be there, rather than one that we just 
chose at random from the public registry.

all 391 tests pass on Windows - Hurrah!
