[GSoC] [gsoc-proposal] fastR/Java

For everyone,
Alberto was a student in GSoC 2013 and his project  "Data mining and machine learning algorithms for Ruby" https://github.com/arrigonialberto86/bioruby-band  was a success. I think is a nice example of a natural evolution for a student in a mentor.
 
And this idea embrace the nature of cross over project that we are proposing this year.
