[EMBOSS] EMBASSY on EMBOSS 3.0.0 on RHEL WS 4

That's the first report we've had of that problem. All compilers
we've tried have let that error pass and correctly guessed the
meaning of the code. Nevertheless it is an error so thanks for
reporting it.

I have just put a replacement file as
ftp://emboss.open-bio.org/pub/EMBOSS/PHYLIP-3.6b.tar.gz
for anyone who has experienced the same compilation problem.
