[EMBOSS] PLPLOT_LIB enviromental variable

Hello,

To get emboss programs with graphics to work PLPLOT_LIB enviromental variable 
needs to be set, even if graph is set null or none. I tried to set this in 
emboss.properties, but it didn't work with "set PLPLOT_LIB 
/emboss/path/EMBOSS/share". Is is possible to make it so that it can be set 
from properties file asl well?
