where to download transfac data file?

This one seems to be a newer version than the one I previously sent you.
ftp://transfac.gbf.de/pub/transfac/ascii/old/tf_3.2/transfac32.tar.Z

version 3.3 and 3.4 doesn't look to be available from their website.
I wonder why they removed it.

              EMBOSS tool "tfscan" needs TRANSFAC database. However when 
I tried to download it following the link in tfextract document:

I couldn't download it because I don't have the permission.

I counld not find it neither from their ftp server: 
ftp://transfac.gbf.de/pub/ .
